Madmaxin, First off you should clean cover BEFORE you start sanding. This is to make sure that all contaminates are removed preventing them from re-surfacing later in the paint process. You should use soap and water to get most of the grime off followed by a cleaning solvent to remove wax or other silicone based products. Most paint shops use a pre cleaner for this purpose but you could use a much cheaper product if you do not have access to the pre-cleaner which is isoprophyl alcohol (rubbing alcohol) which is very cheap. After cleaning follow with 320 grit on an orbital sander of if you don't have this you can wet sand by using 400 grit wet or dry paper followed 500 grit wet or dry making sure that no shiny spots are left unsanded. This is a lot of work but will provide good adhesion for top coats. After drying and cleaning again with alcohol surface should be wiped using light pressure with a tac-rag to remove fine dust particles and lint. Top should now be ready for paint. Hope this helps..
