i think all rollpans will cover your hitch. but i know that sir michales makes a steel rollpan that has a flip up licence plate, and the hitch comes through there. check it out at sirmichales.com

Doesn't hidden hitch make some sort of roll pan that puts the receiver behind the license plate? The ones I've seen either have a flip up plate or a magnetic one.
