I have a 93 4x4 Dakota w/318 and OD tranny. I am wondering if the gears in the front diff are always turning even when the 4WD is not engaged?

No, the front differencial is "switched" on when you pull the transfer case into 4WD. When the truck is in 2WD, its as if the front drivetrain is not even hooked up.

the front gears always turn. the only part that switches when you pull it into 4X4 is the transfer case locks the half shaft.

I am afraid that larkinja is correct. If one has good ears... the "whirring" sound of the front driveshaft and axles can be heard when 4WD is engauged.

Keep in mind that on the 2000 Dakota the entire front end received a brand new design. This includes rack and pinion steering as well as frame mounted differential with half-shafts driving the front wheels.
