As for who regulates a well-regulated militia, I'd say you'd have to ask whomever wrote that quote in your signature. More exactly, you'd have to ask the authors of the Constitiution of the United States of America.
Personally, I still think that the "well-regulated militia" clause was intended to include groups who would supplement the national defenses organized by the national government in a time of dire crisis. For instance, let's say that some terrible catastrophe has caused the entire frickin' United States Marine Corp to be completely overthrown and there's not one God_damn Marine left standing on the face of the planet. Then that would be a good time for a well-regulated militia to bear arms and kill the oppressor.
Some people, however, think that militias should OVERTHROW the national government (whom they also view as The Oppressor).
I don't own a gun and I don't need a gun. If I had a gun, I would just go around killing other people who had guns (until I, myself, was killed by a person with a gun).
Therefore, since my ideas differ quite a bit from those who often bear arms, I decline to join in the gun control antics over on the off-topic board. Thanks, though.

The thing to remember about guns.....
If you ever actually needed one and didn't have one - either somebody you care about or yourself wouldn't be here anymore. I hope I never actually NEED any of my guns, but if I do? - I know I won't be as likely to be a victim.
We shouldn't be talking about guns here. We have enough arguments just talking about different engines and different manufacturers. Guns fall under one of the following two headings: Politics and Religion. Everyone knows what happens when people get onto those subjects.
And for the record: Yes. I carry a gun in my vehicle. Always have and always will.

I have a small graphics company here in the Phoenix area.
The fun thing about being self-employed is that you are allowed to work as many hours as you would like..... without fear of being paid too much!

Yet another fine point. I think I like talking about racing trucks more than I like defending my lifestyle, so I am currently finished doing the latter of the two.
