I believe this is a two-part problem:
1/ In dry weather, with low relative humidity, tires rolling on the road can build up a static charge on the vehicle - which you discharge when you are close enough to both ground and the metal frame of the vehicle to allow the spark to jump to ground through you. I have seen a neat solution to this problem for sale at auto supply stores such as Canadian Tire: A flexible grounding strap containing carbon fiber (or the like), which is long enough to contact the ground when stopped, yet light enough to "fly" when moving at a moderate speed. This avoids most of the wear on the end of the grounding device, and avoids the
sparks that dragging a chain would cause.
2/Sliding off the seat of the vehicle can generate
an impressive charge on you. Things like a nylon
winter coat and acrylic plush seat covers can add to the problem - but the desert-dry relative humidity inside a warm vehicle in winter keeps the
charge from dissipating. If you ground yourself
- by placing a bare hand on the metal door-post
latch (May be greasy!), or other bare metal as you slide out, you will avoid the big ZAP, but there may still be several smaller sparks between the seat and your backside. Applying a quaternary
amine anti-static compound by washing with a product like "Fleecy", using a hand sprayer to
apply a dilute solution, or using a pre-packaged
antistatic aerosol spray-can such as the one from
Radio Shack mentioned above (Also may be sold as
a "cling-free" spray for clothing.) These all leave a slightly sticky residue on the fabric which, over time, will collect dirt, causing the fabric to look soiled sooner than if untreated.

Ya i know this problem all too well best way ive found to stop the shock is to make the girlfriend get out first haha
