 Subject: V6/V8 Air Cleaner Housing

How does the bottom bolt inside the air cleaner housing come out? This is the rectangular housing for the air filter on a 1997-2000 V6/V8 Dakota. I turn the bolt but it keeps spinning and I can't get underneath the housing to find any kind of nut on the other side.
BTW, my exhaust manifold studs on the R/H side are broken and causing an exhaust leak. The same thing happened on the L/H side, which had to be drilled out after the screw extractor broke off inside the stud. What a crappy design!
