Subject: Blower Vent Settings -- INFO/HELP PLEASE

I have a 2002 Dakota Quad Cab and I've had this problem for quite a while now and I'm trying to figure out if it's something I can fix or is it something that I'm just going to have to live with...

The problem: On some of the blower vent settings, the air is not flowing out of the proper vents. For example, when I have it set to blow out of the front vents, very little if any air will come out of the front vents even with blower on high. Most of the air is coming out at my feet.

I'm guessing some of the "fins" that redirect the air have seized up and aren't working like their supposed to. My question is...is there a way for me to get to where those fins are located to troubleshoot the problem further or are they located at a point where they're behind the dash and would be next to impossible to get to them? ANY information would be greatly appreciated. Thank you in advance!!
