 Subject: 42rh 2-3 shift problem

Im having a problem with 42rh. I have a 94 v8 dakota, the 46rh went bad so i found a cheap 42rh to put in. Its been great for about 15000 miles but recently been acting up. What its doing is whenever it shifts out of second it revs way up like its going into neutral than finally shifts, it does this cold and sometimes warm. Also when i go to slow down at a stoplight, if i just about stop and take off again, the trans dosent seem like it locks until the next shift, does this seem like a converter problem to anyone else. Also has clean fluid and bands and kickdown adjusted.
