 Subject: 03 Dakota Headlight switch??

I have an 03 Dakota and for about 3 mos the dome light has a strobe like flicker to it as does the "key in " warning chime. this only happens with the key OFF. Turn on the key or start the engine, dome light and key chime are fine.. there is also a buzzing of the same freq. coming from the headlights(both) with the key off. I also noted that the headlight delay when you turn off the ignition before the lights is not working anymore. Also the headlights will not come on without the key ON or engine running. Its not a big problem except whatever it is causing this is also draining the battery. . Thank you Andy
