Is it possible to set idle speed with a snapon scan tool. How can one lower idle speed?

Not familiar with that tool; but it can be set by the idle stop screw (often security head torx). Usally it is advisable to see if other problems are affecting idle speed first.

if your idle speed is excessive you may have a vacuum leak. if not do as Kowalski says.

have you tried checking for codes?

I want to lower the idle just to make my cam sound lumpier!! i have a custom flash now with it set to 800rpm, but i want it back to 600rpm and i don't want to pay to have it flashed again

The truck I got useally idles at around 500 Rpms. and thats durring the winter. I thought that was a bit to low.

If the flash is keeping it higher, resetting the screw may not work - the PCM may just call for more air from the IAC. If you want to try it anyway, I was able to set mine higher to compensate for a larger TB from a maual tranny donor by grabbing the threads on the backside of the screw with a pair of needlenose. Don't need the special tool that way...

If it doesn't fit, force it. If it breaks...well...it needed to be replaced anyway.
