My Dakota starts to sputter out when going down the road. I don't know if its because of the gas. But it feels like theres no gas going to the engine. Could there be water in the fuel??

could be water or a clogged fuel filter. Is this before or after warming up and how many miles? Does it get better after warming up or does it run like this all the time?
