It dumps excess pressure if you are running boost.

Trevor is correct. If I may, let me elaborate. It's a valve that can be set to release unwanted and/or excess boost that is generated from a turbo charger. This valve, or better known as a waste gate or blow off valve can be preset at a desired boost level so excess boost pressure is released and not allowed to over boost the motor.

no, a wastegate is what controlls the turbo from spooling too fast for too long, by releasing exhaust gases once the turbo is boosting to a certain psi. the gate opens, and diverts exhaust gas to maintain a boost level instead of just contiuning to rise and rise.

a blow off valve is in the intake portion of the system. so that when you lift off the throttle and the throttle blades close, the compressed air has somewhere to escape, like a pressure release valve.

hope that clears it up a little, howstuffworks.com can help too

don't worry bout it. you were pretty much right, just had the wastegate and BOV as one in the same, when they're two different things. the only reason i knew that stuff is i've been researching building a remote mount setup for my truck, 4 months ago i couldn't have told you the difference between a wastegate and a hole in the ground. :)
