It is a foot operated brake to engage and a plastic pull lever off to the left side of the steering column to release.

Yeah, mine broke about 3 years ago...truck was only 3 years old when it happened but after warranty. I have a stick shift, so I have to use it everytime I park. It was apparently a pretty expensive fix and my wife worked at a mechanics shop. They rigged it up for free with a couple of nuts and a screw. Works as good as new. And it's lasted 3 years with no problems. Nice thing is aesthetically, you can't even tell it ever broke. Maybe I can figure out how to post a pic on here to show you how it was done.

The one in my 1999 Dakota broke earlier this week. Half of the plastic handle/lever just came off in my hand.

The remaining part of the lever is still useable though. I looked in the Factory Service Manual and it looks like an easy fix to just replace the plastic lever piece; provided the part isn't too expensive. I might actually rig it up for now and buy the part to install if I ever sold the truck.

The one on my 1999 broke in half some time ago. It was an easy fix.

My lever also broke about 6 months ago. I too have a 5 speed and use the brake a good deal. The brake still works, you just have to yank on the metal rod to release it instead of the plastic lever. Confuses the heck out of people when they borrow my truck.

Asked the parts guy at the dealership when I was picking up a different part. He told me that you had to buy the whole emergency brake assembly, can't just buy the plastic lever.

Any other fixes folks know of?
