Subject: 93 Dakota Fuel Problem

Guys:
I'm a newbie to this board, hope you can help. Got a 93 Dakota Extended Cab, 2wd 3.9 liter. Got a first time fuel problem. Measured fuel pressure in fuel rail at 0. Found no blown fuses. Questions:
1. Where is the fuel pump relay, and what's the best way to check it? Where do I clip my meter to check for 12v to the pump?
2. I assume the pump fuse is in the fuse block. Is that true? I found no blown fuses there.
3. Under normal conditions, should I be able to hear the pump cycle, and relay click when I turn on the ignition, but do not crank the starter? Presently I hear nothing.
4. Is the pump in the tank? I assume it is, and if so can it be replaced without dropping the tank? I assume it can't.
5. How much pressure should I measure in the fuel rail under starting, and normal running conditions?
Please help. The problem just occured, and I'm trying to isolate it as soon as possible. Any suggestions or fault isolation and relay/pump testing before removal is greatly appreciated. Thanks

Update on fuel problem:
Found problem in the relay box under the hood. High resistance in the lead feeding the fuel pump relay. When the relay activates, the power for the pump drops from 12v down to 0. Suspected shorted pump, so I jumpered from the +battery to the high side of the relay contacts. Truck started, and ran fine until I disconnected the jumper wire. This indicates a bad or corroded connection inside, or before the relay box. Anyone had a problem like this??
