 Subject: 98 SLT/CC - Floating wire bundle?

I picked up a 98 SLT/CC a couple days ago, and I noticed the weirdest thing...it has a bundle of wires hanging out from the driver's side below the column, and a black connector piece at the end, but nothing attached. Everything works fine, however, all the electrical, wipers, cruise control, I have no idea what this bundle is for?
Any ideas?

Could it be the ODB-II connector? Its a couple inches wide, one "slot" going lengthwise and a bunch of metal contacts on either side (not too different from the slots in your computer where you put disk controllers, video cards etc).
