 Subject: Help! Timing Belt

I have a 93 with a 2.5L. I was attempting to change the water pump before realizing what a pain in the a$$ is was. Before realizing this, I was attempting to remove the platic cover on the front of the block, and removed the bolt to which I now believe is the tensioner for the timing belt. Now when the truck is running, the belt is loose and is slapping the side of the plastic cover. Does anyone know how I can get this tightened back up and running right again?
