First off remove that fin, thats one cosmetic thing I can't stand. Its probably reducing your gas milage by increasing drag if anything... and that crap below the bumper too.
Most of that rust doesn't look to heavy so you might be able to get away with grinding it off then getting a new, quality, paint job. Otherwise you'll have to replace teh body panels. Then I'd suggest an engine and tranny rebuilt, it looks like the previous own just used it as a rice wagon (for a lack of better terms) and didn't give a [self explainitory word] about maintenance.
Next, my guess is you got a 4 banger in there since its got that cosmetic POS done.... so drop a 6, or if you can afford it and the gas an 8. The magnums have alot of small problems fixed on them and better gas milage, so I get one of those (91 and after). Then do the whole electrical system, and intake and exaust.

Im fairly certain thats one of the old Ram D-50s. Bacisally a Mitsubishi econo truck with a dodge logo. Ugly as hell huh. It was a good joke tho. I also like the 1st mod should be drive it off a cliff. Funny as hell. Later
