 Subject: Frame brace

Yesterday I removed my tailgate for the first time so I could clean the area behind it. Once I removed it, I noticed what looks like a frame brace. It bolts right behind the license plate and it is round (about 2" in diameter). What amazed me is the fact that the tube is bolted to the brackets by rubber mounts, which alows it to easily be twisted a few degrees as well as to be moved slightly from side to side. This means that the idea of a frame brace or cross member is totally out the window. so my question is: what is it? What is it for?
