I have seen a lot of people relocating the IAT and also TPS adjust. I know the TPS is the throttle position sensor, but what exactly is everything else, and what does relocating them and adjusting them do. Also, how so you do it? thanks for the help!

IAT= intake air temperature. on the 3.9 its the large brass sensor located aboce #2 cylinder.

the difference of taking it from its home and placing it on the air intake assembly is that you well get a more acurate measure of the air temp entering the engine than if it were in the intake manifold where there is heat from the engine giving a false reading.
this isnt somthing new to have the air temp sensor placed in the inlet. gm,ford, saturn and some foriegn jobs have them factory installed at the inlet, some before the filter . why dodge chose to go this route is beyond me.
i have done it to my own truck ,but i didnt want to start chopping wires so i just pulled it out and just went straight up into the tube with it. atleast now it gets filtered air and i dont have to worry about it getting fowled, its constuction is quite open compared to other air temp sensors ive seen.
the TPS i didnt punch out the steel retainers that the bolts go through like some suggest doing. i took my dremel and a carbide bit and enlarged the holes untill i got .700 and .705 v.
the difference ive found is that the throttle is crisper and its there,little delay.
you should how ever measure the voltage at the sensor with a didgital multimeter before removing it for modification. if its near .700 but not over .750 volt then dont touch it leave it be.
with the ingnition on engine not running put the ground probe(black) on the negative terminal of the battery. pierce the center wires insulation and probe the wire with the red lead. this well get you an base line measurement. turn the ignition of and remove the sensor to modify the hole diameters, then repeat untill you have the desired voltage.
one note when you get the desired voltage and the sensor is installed ,start the truck and allow the computer to adjust to the new setting ,dont gun the throttle. then drive it away driving normally, it usually takes a few starts for the ecm to relearn the new position ,so dont be surprised if she eats the gas for the first couple of days, but shell get over it and youll notice a better responding throttle over the next few days.
