First you should have the picture on your computer, and in the size you want it to appear.
Next you need to convert it to GIF. Similar to JPEG but i dont think jpeg works. If you need a program for conversions, try downloading PolyView.
Next you need a home page/ or host. Try yahoo or search for another one. Free ones are hard to find but they are out there.
Upload your pics to your new homepage.
To find the adress of your uploaded pic, go to your homepage and right click on the pic and select properties. Highlight the adress and right click it and copy it.
Post your message here and wherever you want your pic, type img src="paste adress here" and place this < bfore img, and this > at the end
