It's happened 4 times now in the last 2 weeks, going
out to truck and the power locks don't work (whether
keyfob or door switch). Getting in and starting the
truck, the headlights won't come on. While trying to
find other issues, the windshield wipers won't work.

All the fuses are good, truck runs fine. To "fix"
this issue I have had to disconnect the battery and
reconnect it resetting the electrical system. Does
anyone have any idea what may be causing this issue?

First off, the year make and model of the vehicle in question would help. If it is a Dodge Dakota it sounds like it could be the CTM. It controls all of the systems that you are having trouble with.

02 Dakota v8 (the smaller one)

Did some looking and CTM seams to be the most
common issue and solution. The funny thing is
every car guy i talk to and say "I guess my CTM is
bad" they all look at me sideways and ask what a
CTM is. Even when i spell it out as Central
Timing Module, they are still confused. Is this
just a Dodge thing or what?
And it looks to be a common issue with the truck
as far as I am seeing. Did they not do a recall
on something as defective as this?

Some may call it a BCM. Body Control Module.

This may sound crazy but mine has similar issues. My bright lights wont work, turn signals operate backwards or not at all, windshield wipers operate (with a mind of its own) or not at all...
Heres the kicker. I tilt the steering wheel up and down a couple times/ leave it up a notch or two and everything begins to work fine...... :-/

Sounds like a wire issue with your steering column.
I am no pro, it's just an un-educated guess. I was
never able to find a real solution to my problem. I
have just had to live with it.
