When you start it up on a cold morning, let the engine warm up a minute or two with the transmission in Drive. Won't hurt it, and the engine and tranny will warm up a little faster.
For the same reason that the tranny is still cold, the torque converter will lock up in the highest gear at about 40MPH. You'll know this if the RPMs are less than 1500 at 40. This is to load the engine slightly by directly coupling the engine/drivetrain to the wheels to speed up the warmup process.

The reason it wont shift when it is cold is to protect the transmission. when the ecm see's that the tranny is cold it wont allow shifting, this is because when the oil is cold there isnt smooth transitions when the trans is attempting to hold planetary members. As mine, too says , put it in drive for a couple of minutes to warm up the trans fluid. you wont cause any damage to the torque converter by doing so.

Thank you, Kaine
Perhaps you explained why my wife's 88 Prelude automatic takes so long to shift properly, here in sunny, no, now rainy, California.
My Dakota, on the other hand has never been cold enough to duplicate the slowness you've been discussing.
Same Amsoil, different results.

Yeah, California must be nice, but i live in Canada where on a good winter day the temperature reaches -25 C . Thus even ATF flows like molasses which explains my explanation of what i thought could be the problem
