Has anyone recieved notification of recalls from dodge or is it a cat and mouse game, where you hear about a recall and then go to the dealer. Also has anyone ever had a repair done and later found out a recall service has been completed without your knowledge/notification at that time.

The NHTSA orders manufacturers to issue recalls. There's no cat and mouse game. If your vehicle is in for service and there is an outstanding recall it must be performed by the dealer.

Is Dodge doing anything about that bad two tone paint job on the 89 -- 92 Dakotas? I mean discoloring paint and rust in AZ is embarassing

I was informed in a very timely manner about not one but two recalls by mail concerning fuel and brake lines. If w taylor thinks ANY automoble manufacturer is going to recall/replace or warrent an 11 to 14 year old paint job, well, there is a rubber room for him to wait in as he will go crazy before the manufacturer will do anything. The warrenty on the truck was for how long when it was new ?? 3 years?? or maybe being that old only 1 year?? In '92 on some models they offered you a choice of 1 year total 7/70,000 drive train OR 3 years 36,000 Time alone is against you!

A brief chronology of the process by which the public is informed of a recall (summary only).
Once a recall becomes official, the automaker is required to make the information available to the public (I think within 24 hrs). The press is generally informed at the same time as well. If the press seems to think that it is newsworthy or if they can make it incite outrage (sensationalism), then they broadcast/publish the information. Owner notification will generally be within 2 weeks following unless there is need to inform owners in stages due to quantity of vehicles recalled or part availability, etc.
You may also give your VIN to a dealer to have it checked for incompleted recalls at any time. ALSO, you can contact the customer service dept for all automakers (phone number in your owner's manual) and they will give you the poop on any recalls for your vehicle. Last, but certainly not least, the NHTSA can tell you about recalls also.
