I know TSB's stand for Technical Service Bulletins.

What I was wondering is if there is a TSB on my 99 Dakota, does that mean the dealer has to check and see if that bulletin applies to me? If so who is liable for any cost to fix that repair? Me, the dealer or DC?

I know a Recall means that DC is liable to fix whatever the Recall endetails, but was just wondering about TSB's.
